If your combined household income is between $50,468 and $102,400 you could qualify to lease a rent-stabilized apartment at 345E94 on the Upper East Side. Eligible applicants will be selected through a lottery to lease rent-stabilized affordable units. The lottery is run through Housing Connect 2.0 in conjunction with HPD.*

  • Q. WHO SHOULD APPLY?
  • A. If your household size and income meet the requirements listed above, you may be eligible and can apply.
  • Q. What are the steps to applying?
  • A. Prior to our lottery opening for applications, we recommend that you Contact Us at AH345@fetner.com; we will add you to our inquiry list and you will be notified when you can apply. Your request to be included on our inquiry list does not impact your chances to obtain an apartment.
  • Q. Then what ?
  • A. We will contact you when the application period begins with specific instructions on how to apply. All applicants must submit an application through NYC Housing Connect in order to be included in the lottery. Only applicants who have submitted an application will be included in the lottery.
  • Q. WHAT IS CONSIDERED A HOUSEHOLD?
  • A. A household is everyone who will be living with you in your apartment.
  • Q. WHAT CONSTITUTES INCOME?
  • A. Income is from all sources from anyone in your household. This includes wages, bonuses, tips, unemployment compensation, alimony, child support, pension benefits, Social Security benefits, recurring gifts and public assistance.
  • Q. MY HOUSEHOLD INCOME IS OVER SIX FIGURES. CAN WE REALLY QUALIFY FOR ONE OF THESE APARTMENTS?
  • A. Yes. Some middle income families have been priced out of the rental market, so this new program was developed by NYCHPD to increase housing opportunities for middle income households. If your income falls with the ranges stated above, you have the possibility of qualifying.
  • Q. WHAT HAPPENS IF I MAKE MORE MONEY AFTER I MOVE IN? WILL MY RENT GO UP OR WILL I HAVE TO LEAVE MY APARTMENT?
  • A. You can stay in your apartment as long as you wish, provided you abide by the terms of your lease. Also, your rent will not be increased based on your income, only based on what the Rent Guidelines Board determines each year.
  • Q. IS THE APARTMENT WORTH THE APPLICATION PROCESS?
  • A. Definitely! There is no guarantee you will be offered an apartment but there is also no risk in applying, so there is nothing to lose!
  • Q. WHAT INFORMATION WILL I BE REQUIRED TO SUBMIT DURING THE SELECTION PROCESS?
  • A. Under this program, all applicants are required to meet the Income Guidelines. Be prepared to present copies of recent years’ federal tax returns, recent paystubs, and copies of financial statements. For more info, please see the “After You Apply” section on HPD’s website: https://www1.nyc.gov/site/hpd/renters/after-you-apply.page.
  • Q. HOW LONG WILL THE APPLICATION PROCESS TAKE?
  • A. Once the lottery period is closed, the processing of applications begins. This process depends on a number of factors, including how many applications we receive and where your application falls in the lottery. It may take some time. However, you may gain a great apartment.
  • Q. HOW DO I BENEFIT FROM RENTING A RENT STABILIZED APARTMENT?
  • A. These are newly renovated rent stabilized apartments which are protected under a 15 year 421a(17) Extended Use Program of the NYC Department of Housing and Preservation and Development which regulates rent changes. Similar market rate apartments may rent for substantially more and rent increases vary with the market.
  • Q. WHEN WILL THESE APARTMENTS BE AVAILABLE FOR OCCUPANCY?
  • A. Spring 2021
  • Q. ARE THESE APARTMENTS DIFFERENT FROM YOUR MARKET RATE APARTMENTS?
  • A. All of our apartments have the same high-end finishes and appliance packages.
  • Q. DOES THIS BUILDING OFFER AMENITIES?
  • A. All residents enjoy the benefits of our amenities for an additional fee including fitness center, outdoor terrace, lounge and on site parking.
  • Q. IS THIS BUILDING PET FRIENDLY?
  • A. Yes. We are happy to welcome pets and their owners into our community.
  • Q. DO I HAVE TO PAY A FEE?
